الملخص

The study deals with the impact of analyzing the external environment on the effectiveness of
institutional performance, a case study of the cement industry in Sudan. The study relied on the
descriptive and analytical approach, using the case study method. The study aims mainly to determine the impact of strategic environmental analysis of the external environment on
improving the effectiveness of performance in the cement industry sector in Sudan, based on the
main hypothesis that there is a statistically significant relationship between the analysis of the
external environment and the effectiveness of institutional performance. The data of the study
population was analyzed using the statistical package for social studies. The study came out with
a set of results, the most important of which are: The weakness of the productive capacity used in
cement factories led to a high cost, which in turn led to a weakness in the competitive position in
the Sudanese industrial sector, which leads to shortcomings and a lack of sufficient knowledge in
the study and analysis of strategic environmental variables in response to changes in the
environment. Weakness and decline in the services provided by cement factories to local
communities, especially in the areas of education, health and water. The effect of government
restrictions on the development of Sudanese cement factories, as the factories did not benefit
from any financial facilities. Among the most important recommendations of the study: The
necessity of subjecting all managers and heads of departments at the level of the organization to
specialized training courses in the method of strategic management. The state should pay
attention to the cement industry and reconsider some financial and commercial policies and
investment laws that affected the sector. It is necessary to make more efforts because social
responsibility constitutes an essential element in the strategy of cement factories.
