الملخص
The research study dealt with the future vision of the effects of the Entebbe
Agreement on the relations between the countries of the basin. The international
agreement in the re-division of international waters and what the relations of those
countries can become, if those rapid international changes, due to which these
relations can collapse, represent a threat to international peace and security in the
region. The most important results of the study were that the water conflict is treated
with similar international water conflicts. Common interests are based first on trust
and mutual respect. The Nile Basin Initiative, with its various programs, represents
a benign trend in building trust and common structural interests. The rejection of the previous agreements by most of the basin countries does not constitute a problem if
everyone recognizes the international standards for the division of waters. The study
recommended respecting the rules and provisions of international law related to
regulating the waters of international rivers and not using water as a weapon or as a
tool of political pressure by upstream countries against downstream countries.
Adhering to the principle that water should be a basis for cooperation, not a cause
for war, and urging international organizations (the World Bank, FAO, Agency for
International Development... and others) to grant the necessary aid and loans to
countries that abide by the rules of international law regarding water.
