The study followed the historical, descriptive, analytical approach. The study reached several results, the most important of which were that the administrative system founded by Omar Bin Al -Khattab (may God be pleased with him) is the main nucleus of the Islamic and political entity of the Islamic nation during his reign, and it is considered the first forms of new Arab administration affected by the advanced experience of the people of the open or neighboring countries. According to the results, study recommended several recommendations, the most important of which is the study of the role of age conditions in stabilizing the pillars of building the Islamic state, a general and comprehensive study. A comparison study between the administration in the Rashidi era and the Umayyad state.
